Most matsuri (Japanese festivals) are held in July and August.
In those two months you will find a lot of different kind of traditional festive events that often are based around shrines with food stalls and games. Others are dance and firework festivals.
First time I went to a matsuri was 7 years ago and I still remember, how much I enjoyed it. I have been to many since.
Matsuri is all about having fun. For foreigners it's also a great way to experience (traditional) Japanese culture.
